The Architects of RAILnet-21

Some 20 years ago, a Congressionally created Working Group proposed separating Amtrak's owned rail infrastructure from Amtrak's passenger train operations, and essentially returning Amtrak to as it was when created in 1971.  After Congress failed to implement the Working Group's proposal, a Working Group member D.T. Ignacio Jayanti enlisted Robert Serlin to apply his experience in regional development and railroad financing ... and RAILnet-21 was born.
